في هذا البحث تم دراسة دور الصناعات الصغيرة في تنمية الصناعات التحويلية، في جمهورية مصر العربية في الفترة من 2010 – 2014 من حيث عدد المنشآت، وعدد العاملين، والقيمة المضافة، والصادرات، وذلك بهدف الوصول إلى أي مدى تساهم الصناعات الصغيرة في الصناعات التحويلية، وذلك من خلال استخلاص النتائج وتحليل البيانات والإحصائيات، حتى يتبين الدور الحقيقي الذى تقوم به الصناعات الصغيرة في الصناعات التحويلية خلال الفترة. يمثل التعاقد الجزئي Subcontracting دوراً مهماً في تمكين الصناعات الصغيرة والصناعات الكبيرة، من الاستخدام الأمثل للموارد المتاحة، وتنظيم النشاط الإنتاجي، وحل بعض المشكلات التي تواجه الصناعات الصغيرة. وخلص البحث إلى أن دور الصناعات الصغيرة في تنمية الصناعات التحويلية كالتالي: كبر حجم النصيب النسبي للصناعات الاستهلاكية للصناعات الصغيرة في عدد المنشآت للصناعات التحويلية، التي يعمل بها أقل من 50 مشتغلا، وذلك يرجع لأنها صناعات تعتمد على كثافة العمالة، و أن المحتوى التكنولوجي محدوداً نسبياً، بينما الصناعات الرأسمالية والصناعات الوسيطة كان دورها محدوداً، ومن الدراسة الميدانية عن واقع التعاقد الجزئي بين الصناعات الصغيرة و الكبيرة، في مصر على ضوء الصناعات الأكثر ملاءمة للأخذ بنظام التعاقد الجزئي بالتطبيق على صناعة السيارات، تبين أن التعاقد الجزئي بين الصناعات الكبيرة والصغيرة، ساهم في تنمية الصناعات التحويلية، حيث أدى إلى خفض تكاليف الإنتاج, تحقيق أفضل جودة, وساهم في حل بعض المشكلات التي تواجه الصناعات الصغيرة، مثل مشكلة التسويق، والتقدم التكنولوجي والتمويل.

The Role of Small Enterprises in the Development of Manufacturing Industries based on the policy of Subcontracting "A Field Study" In this paper, the role of small industries in the development of manufacturing industries in Egypt during the period 2010-2014 has been studied in terms of number of establishments, number of workers, added value and exports in order to reach the extent to which small industries contribute to the manufacturing industries by drawing conclusions and analyzing data and statistics. The actual role played by small industries in the manufacturing industries is evident during the period. Represents subcontracting plays an important role in enabling small industries and large industries to optimize the use of available resources, regulate productive activity and solve some of the problems facing small industries. The research concluded that the role of Small industries in the development of manufacturing industries as follows:- As the proportionate share of the consumer industries for the small industries in the number of establishments manufacturing industries employing less than 50 workers, because they are labor-intensive industries and the technological content is relatively limited while the capital industries and intermediary industries had a limited role, and the field study on the reality of partial contracting between small and large industries in Egypt in the light of the industry’s most suitable for the introduction of partial contract system applied to the automotive industry, It was found that the subcontracting between the large and small industries contributed to the development of manufacturing industries, which reduced production costs, achieved the best quality, and helped solve some of the problems faced by small industries such as marketing technological progress and financing
