لا تتوافر لدى الحكومة حزمة من السياسات الواضحة حول كيفية دمج القطاع غير الرسمي في الاقتصاد الرسمي. وقد خلصت الدراسة إلى اقتراح مجموعة من الإجراءات تسهل عملية الإندماج، ذلك مع الأخذ في الاعتبار أن تحقيق الإندماج الكامل في المرحلة الراهنة قد يكون من الصعوبة بمكان، لأن هذه الإجراءات يمكن أن تساهم فقط في خفض الطابع غير الرسمي لهذا القطاع. أما تحقيق الإندماج الكامل فيتطلب إعادة بناء الثقة بين العاملين في القطاع غير الرسمي والحكومة، مع ما ينطوي عليه من إعادة تشكيل وجهة نظر الحكومة في طريقة التعامل مع العاملين بهذا القطاع، وتغيير اتجاهاتهم نحو التعاون معها من خلال منحهم حوافز وضمانات تتسم بالاستمرارية والاستقرار لإتمام عملية الدمج، وتبسيط القواعد المنظمة لإنشاء وتشغيل المشروعات الصغيرة. ويتم ذلك بناءً على تطوير إستراتيجيات للاتصال الفعال مع العاملين بهذا القطاع، وتقديم العديد من خدمات الدعم الفني لهم. بالإضافة إلى صياغة رؤية واضحة المعالم والأركان تتسم بالشفافية والمصداقية والمحاسبية في التعامل مع هذا القطاع الهام.

The government did not have clear policies on how to integrate the informal sector activities into the formal sectors. This research concluded a set of actions that can be applied for starting the process of integration, taking into account that the achievement of full integration at the current stage may be very difficult,however,these procedures can only contribute in the reduction of the informal nature of the sector. Achieving the full integration requires: building confidence among workers in the informal sector and the government, reshaping the government's view on how to deal with workers in this sector, and to change their attitudes towards cooperation with them by giving them incentives, simplifying the rules governing the establishment and operation of small projects. This can be done through the development of strategies for effective communication with the workers in this sector, offering the technical support for them. In addition to the formulation of clear vision characterized by transparency, crediblity and accountability in dealing with this important sector.
