تهدف هذه الدراسة إلى اقتراح إطارتخطيطي للتنمية المهنية للمعلمين، بتطبيق الاستبيان على عينة استطلاعية من معلمى التعليم الأساسى فى الإدارات التعليمية الست بالمنطقة الشرقية بمدية التعليم بمحافظة القاهرة، وبلغ حجم العينة الإستطلاعية (54) مفردة، واستهدف التعرف على جهة نظر العينة بشأن ملامح التخطيط لبرامج التدريب أثناء الخدمة، ومستوى كفاءة المدربين، ومدى مناسبة المحتوى التدريبى، وبيئة التدريب، ووقت التدريب، ومواصفات معلم المستقبل، ومطالب إعداده وتنميته مهنيا.وقد اقترحت الدراسة إطارا تخطيطياً للتنمية المهنية للمعلمين شمل المطالب والمداخل والنماذج والاستراتيجيات ... الخ.وجاءت التوصيات فى أهمية النظر إلي التنمية المهنية للمعلمين على إنها عملية طويلة لأجل، ومستدامة وعلى صلة وثيقة بالبحث الإجرائى، وأن تستند على نماذج بنائية، وأن ترتبط بعمليات الإصلاح المدرسي، وأن تدرك بوعى التغييرات والتحولات التى تطرأ على مجال تمهين التعليم، والاعتماد على التنمية المهنية التشاركية فى عمليات التعليم والتعلم وخلق مجتمعات تعليمية...الخ.

The study aims to suggest a planning frame-work for teacher’s professional development (TDP). To identify the theoretical principles of (TDP), and the training, quality fact of them, and educational profession in the frame of knowledge society, social and sectorial frame works and teacher setting up, and how to upgrade (TPD). A questionnaire is applied upon exploratory sample of basic education schools to (6) educational departments of Eastern District in Cairo Governorate. The size of sample researched is (54) persons. The questionnaire aimed to know the views of a sample concerned with the planning features of in job training, the level of teachers, qualification, and how far the training content is suitable. The study supposed a frame work for planning of (TDP) including the demand, the approaches, models, strategies …etc. The recommendations aimed to upgrade the teachers’professional development, and to consider it as a systematic and long-run, with focusing on the needs of students’ learning, and depending on partner professional development in the processes of learning and education, and creating educational Societies …etc.
