تستهدف الدراسة وضع رؤية للدور المتوقع للتعاونيات الزراعية في خدمة أعضائها من المزارعين في مصر باعتبارها أحد وسائل الاقتصاد الاجتماعي التضامني، وتعظيم دورها في دعم مساعدة صغار المزارعين، وبما يتفق مع التوجهات الراهنة للدولة ومتطلبات تحقيق هذا الدور، وذلك من خلال التعرف على أهمية التعاونيات الزراعية ودورها في دعم صغار المزارعين ومساعدتهم. وأهم أسباب تراجع دور التعاونيات الزراعية عن خدمة أعضائها من صغار المزارعين، والمحددات والمعوقات التي تواجهها والأدوار المستقبلية لها، ومتطلبات تفعيل تلك الأدوار في دعم صغار المزارعين لما بعد 2025. حيث كانت أهم المعوقات والمشكلات التي تواجه التعاونيات الزراعية المصرية تتمثل في معوقات إدارية ومعوقات تمويلية ومعوقات تسويقية ومعوقات قانونية وتشريعية. كما استعرضت الورقة أهم التجارب والممارسات العالمية في التعاونيات الزراعية، متمثلة في: تجربة التعاونيات الزراعية الهولندية، تجربة التعاونيات الزراعية الألمانية، تجربة التعاونيات الزراعية في الهند، والتعاونيات الزراعية المغربية، وخلصت إلى وجود بعض الدروس التي يمكن الإفادة منها في النهوض بالتعاونيات الزراعية المصرية. وقد توصلت الورقة إلى أن أهم الأدوار المتوقعة للتعاونيات في خدمة صغار المزارعين ودعمهم تتمثل في الدور التمويلي، الدور التسويقي، الدور التأميني والمتمثل في حماية صغار المزارعين من المخاطر، ودعم المرأة الريفية وتمكينها، ودورها في تحقيق الاستدامة الزراعية، وفي تبني التكنولوجيات الزراعية الحديثة. وخلصت الدراسة إلى أن أهم متطلبات تفعيل دور التنظيمات التعاونية الزراعية هي متطلبات خاصة بتوضيح موقف الدولة من التعاونيات، متطلبات قانونية وتنظيمية، متطلبات تكنولوجية، متطلبات مالية وتمويلية، متطلبات متعلقة بالتدريب وبناء القدرات، متطلبات خاصة بتفعيل الخدمات الاجتماعية للتعاونيات الزراعية، متطلبات خاصة بالحوكمة الجيدة للتعاونيات، متطلبات خاصة بضرورة التكامل بين التعاونيات الزراعية والمؤسسات الأخرى، متطلبات تسويقية ولوجستية.

The study aims to develop a vision for the expected role of agricultural cooperatives in serving their farmer members in Egypt, as a means of social solidarity economy. It also aims to maximize their role in supporting small farmers, in line with the state's current trends and the requirements for achieving this role. This is achieved by identifying the importance and role of agricultural cooperatives in supporting and assisting small farmers, the main reasons for the decline in the role of agricultural cooperatives in serving their small farmer members, the constraints and obstacles they face, their future roles, and the requirements for activating these roles in supporting small farmers beyond 2025. The most significant obstacles and problems facing Egyptian agricultural cooperatives were administrative, financial, marketing, legal, and legislative obstacles. The paper also reviewed the most important international experiences and practices in agricultural cooperatives, represented by the experience of Dutch agricultural cooperatives, the experience of German agricultural cooperatives, the experience of agricultural cooperatives in India, and Moroccan agricultural cooperatives. It concluded that there are some lessons that can be used to advance Egyptian agricultural cooperatives. The paper concluded that the most important roles expected for cooperatives in serving and supporting small farmers are: the financing role; the marketing role; the insurance role, which protects small farmers from risks; the support and empowerment of rural women; their role in achieving agricultural sustainability; and their role in adopting modern agricultural technologies. The study concluded that the most important requirements for activating the role of agricultural cooperative organizations are requirements related to clarifying the state's position on cooperatives; legal and regulatory requirements; technological requirements; financial and funding requirements; training and capacity building requirements; requirements related to activating social services for agricultural cooperatives; requirements related to good governance for cooperatives; requirements related to the need for integration between agricultural cooperatives and other institutions; and marketing and logistical requirements.
