يعتبر توفير قوى عاملة ذات خصائص معينة جزءًا أساسيًا من خطة التنمية الاقتصادية والاجتماعية، وأن دراسة العرض من الموارد البشرية وتنميتها بالتعلم والتدريب لهما أهمية كبيرة لمقابلة احتياجات المشروعات الاستثمارية من القوى العاملة المدربة. وللوصول إلى تحقيق هذا الهدف، لا بد من التعرف على مدى توفر القوى البشرية وتوزيعها الجغرافي والوقوف على الخصائص الأساسية لها. وتقاس القوى العاملة قياسياً كمياً ونوعياً مع تصنيفها حسب السن والنوع والمستوى التعليمي والنشاط الاقتصادي والمهنة في قطاعي الحضر والريف، وغير ذلك من الصفات الاقتصادية والاجتماعية التي ترتبط بتحديد جانب العرض من القوى العاملة. والشق الثاني في عملية تخطيط القوى العاملة يهتم بتحديد احتياجات فئات القوى العاملة المختلفة، ويبني تقدير الاحتياجات على أساس توزيع الاستثمارات.

The study of the supply of human resources and their development through learning and training is of great importance to meet the needs of investment projects for trained labor. To achieve this goal, it is necessary to identify the availability of human resources, their geographical distribution, and to understand their basic characteristics. The labor force is measured quantitatively and qualitatively, classified by age, gender, educational level, economic activity, and profession in both urban and rural sectors, as well as other economic and social characteristics related to determining the supply side of the labor force. The second aspect of labor force planning focuses on identifying the needs of different labor force categories and builds the estimation of needs based on the distribution of investments
