تهدف هذه الدراسة نظرياً إلى التعرف على مفهوم التميز وماهى نماذج التميز وخاصة نموذجي التميز الأوروبي والأمريكي والمعايير الخاصة بكل منهما وما هو مفهوم إدارة الموارد البشرية ومراحل تطورها ثم توضيح تأثير تطبيق الجودة الشاملة عمى وظائف إدارة الموارد البشرية وأخيرا التعرف على دور إدارة الموارد البشرية في ظل التميز المؤسسي.

This study theoretically aims to identify the concept of Business Excellence and what are the excellence models, especially the European and American excellence models and their standards, the concept of human resource management and its stages of development and then explain the impact of the implementation of Total Quality Management on the functions of human resources management and finally the role of human resources management under excellence Institutional development.
