يعد التعليم من أهم القطاعات التى تشغل إهتمام أى مجتمع، نظراً لتأثيره على القـوة البشرية التى يعتمد عليها فى تحقيق التنمية والنهوض بالمجتمعات فى الحاضـر والمـستقبل، وعليه فأن مناقشة قضايا التعليم وتطويره هى المدخل الطبيعى للتنمية الـشاملة . ولمـا كـان الأنسان هو محور التنمية وأساسها، وكانت التنمية البشرية هى قاعدة كـل تنميـة إقتـصادية وسياسية وإجتماعية، فأن تحقيق التنمية يستلزم ضرورة إعادة النظر فيما يقدم مـن خـدمات تعليمية لأبنائنا. كما أن من المرتكزات الهامة التى يجب أن تبنى على أساسها أيـه جهـود لتطـوير التعليم ووضع الخطط التربوية لإصلاحه بشكل فعال، التشخيص العلمى الـدقيق لـه، وإلقـاء الضوء على أوجه القوة وأوجه الضعف فيه، حتى يمكن تدعيم جوانب القوة، ومواجهة أوجـه الضعف والقصور وحل المشكلات التى تواجهه بصورة واقعية وضـمان جـودة المؤسـسات التعليمية.
