El-Koussy's study addresses the challenges of educational planning in the Arab world, categorizing them into two main types: problems faced by planners as professional strategists and those faced as educators. He emphasizes that this distinction is somewhat artificial, as educational planning is inseparable from broader social and national planning. The interdependence of sectors like health, industry, and agriculture makes it hard to separate causes from effects or means from ends. The study concludes that educational planning must be embedded within comprehensive national planning. This requires a national body to oversee such efforts, but the effectiveness of such a body depends on the country's readiness—posing complex challenges related to institutional and societal preparedness.

ناول الدكتور أ. الكوسي في هذه الدراسة مشكلات التخطيط التربوي في العالم العربي، موضحًا أن هذه المشكلات تنقسم إلى نوعين: مشكلات تواجه المخططين كمهنيين في مجال التخطيط، ومشكلات تواجههم كمربين. وأكد على أن هذا الفصل بين النوعين اصطناعي إلى حد ما، لأن التخطيط التربوي مرتبط ارتباطًا وثيقًا بالتخطيط الاجتماعي والوطني الشامل. وأوضح أن القطاعات المختلفة كالصحة والصناعة والزراعة تؤثر وتتأثر ببعضها البعض، ولا يمكن التمييز بسهولة بين السبب والنتيجة أو بين الوسائل والغايات. وخلص إلى ضرورة أن يتم التخطيط التربوي ضمن إطار التخطيط الوطني الشامل، وهذا يتطلب وجود هيئة وطنية مسؤولة عن هذا التخطيط، مع توفر الاستعداد الكامل لدى الدولة والمجتمع لذلك، وهو ما يطرح مشكلات معقدة تتعلق بجاهزية النظام والمؤسسات.
