سعت مصر عبر سياساتها المتتالية للتنمية العمرانية لحل قضايا العمران الملحة فی إطار كل من التشريعات المنظمة للعمران، وصياغة السياسات والخطط للتنمية العمرانية للمعمور القائم والجدید، وإنشاء المؤسسات المعنية بالتنفيذ وحوكمة العمران بالأراضي المصریة. وبالرغم من ذلك، ظهرت العدید من المناطق البینیة (المتفاوتة فی الموقع والنمط والخصائص) والتی تفتقر لخطط وبرامج للتنمية العمرانية، مما أدى لتفاقم القضایا المتعلقة بها كالنمو العشوائی غیر المخطط وإهدار الموارد الإقتصادیة بها كنتیجة للإستغلال الجائر غیر الرشید لتلك المناطق، وتزایدت ظاهرة التلاحمات العمرانیة، حیث تقع نسبة من 22 إلى 30% من العمران المضاف خلال ال15 عامًا الأخیرة خارج نطاق الأحوزة العمرانیة المعتمدة، فی ظل غیاب الدور الفعال لصناع القرار فی حوكمة العمران بتلك المناطق، مما جعل واقع معظم المناطق البینیة بمصر یعكس عدة قضایا أهمها ضعف منظومة التحكم والسیطرة بالعمران، مما يتطلب النظر لتلك المناطق ووضع آلیات للتحكم بها وضبط عملیات النمو العمرانی بها ضمن ضوابط واشتراطات تحقق مفردات عملیة التنمیة.لذا یهدف البحث بصفة أساسیة لتسلیط الضوء على قضیة المناطق البینیة وكیفیة تفعیل دور صناعة القرار والحوكمة فی تنمیتها، واستعرض البحث محاور القضیة بالإعتماد على مناهج وصفیة وتحلیلیه، وارتكز على محاور أساسیة تتمثل فی عرض الأطر النظریة عن ماهیة المناطق البینیة وتصنیفها وأهم القضایا المتعلقة بها. واستعراض التجارب العالمیة والمحلیة فی تنمیتها وحوكمة العمران بها واستخلاص أهم السیاسات والخطط المتبعة للتعامل معها طبقًا لخصوصیتها، بالإضافة إلى التطبیق العملی على إحدى المناطق البینیة المختارة فی مصر وتحلیل التحدیات والفرص المحتملة لتنميتها فی ضوء السیاسات الراهنة. وأخیراً، الوصول للتدابیر الاستباقیة التی یمكن اتخاذها لتعزیز تنمیة المناطق البینیة وحوكمتها وادراجها مستقبلا ضمن خطط وسیاسات التنمیة العمرانیة لضمان استدامتها.


Egypt aims tackling urban issues through successive urban policies in framework of legislation, formulation of urban development policies and plans for existing and new built-up areas, and institutions concerned with implementation and urban governance. Nevertheless, many intermediate urban areas have emerged with (various location, pattern and characteristics) suffer of lack urban development plans and programs which led to aggravation of related issues such as urban sprawl and waste of economic resources, as a result of irrational exploitation of those areas, The phenomenon of urban cohesion is increasing, so that 22- 30% of the added built-up areas over the last 15 years located outside adopted urban boundaries, In absence of effective role of decision makers in governance, the situation in most intermediate urban areas reflects several important issues, as weak governance system, which requires taking these areas into concern and developing mechanisms to deal with them and controlling urban growth processes in context of controls and requirements of achieving development. Therefore, research aims to highlight intermediate urban areas issue and development role of decision-making and governance. Research overviews the issue axes by adopting descriptive and analytical methods, presenting theoretical frameworks of definition, classification and related urgent issues. Then reviewing global and local experiences of urban development policies and plans to deal with them, then analyzing challenges and potential opportunities to develop selected case in light of current policies. Finally, conducting proactive measures needed to promote development, governance and future inclusion of intermediate areas in plans and policies to ensure their sustainability.
