الملخص: تستهدف الدراسة الحالية إلى تحديد مستوى استخدام الرقمنة الإبتكارية على المستوى المحلى ورصد واقع صنع القرار التخطيطي على المستوى المحلى، كذلك تحديد العلاقة بين استخدام الرقمنة الإبتكارية وصنع القرار التخطيطي على المستوى المحلى. كما تستهدف الدراسة تحديد الصعوبات التي تواجه إسهامات الرقمنة الإبتكارية في صنع القرار التخطيطي على المستوى المحلى، وكذلك التوصل إلى مقترحات تفعيل إسهامات الرقمنة الإبتكارية في صنع القرار التخطيطي على المستوى المحلى. منهجية الدراسة: تعد هذه الدراسة من الدراسات الوصفية التي لديها القدرة على تقديم التفسيرات العلمية والمنطقية للظاهرة محل الدراسة، وتعتمد على جمع الحقائق وتحليلها وتفسيرها واستخلاص دلالتها وذلك في ضوء قدرة الباحث التفسيرية للظواهر والمشكلات الاجتماعية. كما أن الدراسات الوصفية تعد من أنسب أنواع الدراسات لموضوع الدراسة الراهنة حيث أنها تركز علي رصد وتحليل العلاقة بين استخدام الرقمنة الإبتكارية (كمتغير مستقل) وصنع القرار التخطيطي على المستوى المحلى (كمتغير تابع) النتائج: توجد علاقة طردية دالة إحصائياً بين استخدام الرقمنة الإبتكارية وصنع القرار التخطيطي على المستوى المحلى. وأن أكثر أبعاد استخدام الرقمنة الإبتكارية ارتباطاً بصنع القرار التخطيطي على المستوى المحلى تمثلت فيما يلي: الرقمنة المؤسسية، يليها الأمن الرقمي، ثم الثقافة الرقمية، يليها تكنولوجيا المعلومات، وأخيراً الشمولية الرقمية. الكلمات المفتاحية: الرقمنة الابتكارية- صنع القرار التخطيطي- المستوي المحلي ABSTRACT: The current study aims to determine the level of use of innovative digitalization at the local level and monitor the reality of planning decision-making at the local level, as well as determine the relationship between the use of innovative digitalization and planning decision-making at the local level. The study also aims to identify the difficulties facing the contributions of innovative digitization in planning decision-making at the local level, as well as reaching proposals to activate the contributions of innovative digitization in planning decision-making at the local level. Methodology of the study: This study is one of the descriptive studies that have the ability to provide scientific and logical explanations for the phenomenon under study, and relies on collecting, analyzing, interpreting, and drawing their significance in light of the researcher's explanatory ability for social phenomena and issues. Descriptive studies are one of the most appropriate types of studies for the current study, as they focus on monitoring and analyzing the relationship between the use of innovative digitization (as an independent variable) and planning decision-making at the local level (as a dependent variable) Results: There is a statistically significant direct relationship between the use of innovative digitalization and planning decision-making at the local level. The dimensions of innovative digitalization that are most closely related to planning decision-making at the local level are as follows: Institutional digitization, followed by digital security, followed by digital culture, followed by information technology, and finally digital inclusiveness.
