الملخص
هدفت الدراسة إلى التعرف على تحديات تطبيق القيادة الرقمية في الهيئة العامة للموانئ من وجهة نظر الموظفين في المقر الرئيسي بمنطقة الرياض، وقياس واقع ممارستها، بالإضافة إلى تحديد المتطلبات اللازمة لتطويرها. واتبعت الدراسة المنهج الوصفي على عينة صدفية من العاملين بالهيئة بلغت (92) موظفًا، مستخدمة الاستبانة كأداة للدراسة. توصلت الدراسة إلى أن هناك مستوى مرتفع من ممارسات القيادة الرقمية في الهيئة العامة للموانئ بمتوسط (4.12). جاءت ممارسة "القيادة الحكيمة" في الترتيب الأول بمتوسط (4.21) يليه "ثقافة التعلم في العصر الرقمي" بمتوسط (4.14) ثم "التميز في الممارسة المهنية" بمتوسط (4.07) وأخيرًا "المواطنة الرقمية" بمتوسط (4.05) وكما أظهرت النتائج وجود متطلبات بدرجة عالية لتطوير القيادة الرقمية بمتوسط (4.21)، ووجود تحديات بدرجة مرتفعة لتطبيقها في الهيئة العامة للموانئ بمتوسط (3.5). جاءت التحديات التنظيمية في الترتيب الأول بمتوسط (3.6) تليها التحديات البشرية بمتوسط (3.48) ثم التحديات التقنية بمتوسط (3.42). وأوصت الدراسة بأهمية توفير الحوافز المادية والمعنوية لحث الإدارات على توظيف التكنولوجيا الرقمية، وضرورة الاهتمام بتقديم البـرامـج التدريبية لـلـقـيادات الإدارية لتطوير الأداء الرقمي في القيادة.
Abstract
The study aimed to identify the challenges of implementing digital leadership in the General Authority of Ports from the perspective of employees at the headquarters in the Riyadh region. It also measured the reality of practicing digital leadership, in addition to determining the necessary requirements for developing digital leadership in it. The study followed the descriptive approach on a random sample of 92 employees of the Authority, using the questionnaire as a tool for the study. The study found that there is a high level of digital leadership practices in the General Authority of Ports with an average of 4.12. The practice of "wise leadership" came first with an average of 4.21, followed by "learning culture in the digital age" with an average of 4.14, then "excellence in professional practice" with an average of 4.07 and finally "digital citizenship" with an average of 4.05. The results also showed that there is a high degree of requirements for developing digital leadership with an average of 4.21, and there are challenges to its application in the General Authority of Ports with an average of 3.5. Organizational challenges came first with an average of 3.6, followed by human challenges with an average of 3.48 and then technical challenges with an average of 3.42.
The study recommended the importance of activating material incentive systems and awareness of their impact in encouraging employees to use technology, and the need to pay attention to providing training programs for administrative leaders to develop digital performance in leadership.
