ملخص :
يعيش العالم المعاصر ثورة معرفية تكنولوجية هائلة ، تلك الثورة التي صاحبها انتشار العديد من التقنيات الحديثة كالكمبيوتر و الانترنت و الهواتف المحمولة، و التي أصبح استخدامها أمرا ضروريا لا غني عنه في أداء الكثير من الوظائف والمهام، سواء علي المستوي الفردي أو المؤسسي أو المجتمعي، لذا فقد أصبح عدد مستخدمي هذه التقنيات الحديثة يتزايد باستمرار.
وعلي الرغم مما تحمله هذه التقنيات الحديثة من تيسيرات و إمكانيات هائلة يسرت علي الإنسان الوقت و الجهد و المال، فإن البعض قد أساء استخدامها ، و هو ما أدي إلي إشاعة نمط جديد من الجرائم، و هو ما سمي بالجريمة الإلكترونية، و هو يختلف في شكله ومضمونه و وسائله عن الجريمة بمفهومها التقليدي. و هذا النوع من الجرائم عادة ما ينتشر بين الشباب، بل و امتد الآن إلي طلاب و تلاميذ المدارس.
ويفرض هذا النوع من الجرائم علي المؤسسات التربوية جميعها تحديات كبيرة في مواجهتها. والجامعة باعتبارها احدي المؤسسات التربوية الهامة، و التي تستقبل عددا كبيرا من الشباب، من فئات متنوعة من حيث الفكر و المستوي الاجتماعي و الاقتصادي، يمكن أن تقوم بدور هام في مكافحة هذا النوع من الجرائم، خاصة في ظل تعدد أدوار الجامعة.
من هنا فان البحث الحالي هدف إلي الوقوف علي الدور الذي يمكن أن تقوم به الجامعة في مكافحة الجرائم الإلكترونية بين الشباب، علي ضوء وظائف و أدوار الجامعة ، ويحاول البحث من خلال ذلك أن يجيب عن الأسئلة التالية:
ما مفهوم الجريمة الالكترونية، و ما أنواعها ؟
ما خصائص المجرم الالكتروني ؟
ما وظائف الجامعات ؟
ما الدور الذي يمكن أن تقوم به الجامعات في مواجهة الجرائم الالكترونية علي ضوء وظائفها ؟
و قد وضع البحث في نهايته تصورا لدور الجامعة في مكافحة الجرائم الالكترونية لدي علي ضوء وظائف الجامعة و المتمثلة في التدريس، و البحث العلمي، و خدمة المجتمع.
Abstract:
The contemporary world is experiencing a tremendous technological revolution of knowledge, the revolution that was accompanied by the spread of many modern technologies such as computers, the Internet and mobile phones, whose use has become indispensable in the performance of many functions and tasks, whether at the individual, institutional or community level, so The number of users of these modern technologies is constantly increasing. In spite of the enormous facilities and facilities these modern technologies carry, which have facilitated a person's time, effort and money, some have misused them, and this is what led to the spread of a new type of crime, which is what has been called cybercrime, and it differs in its form. And its content and means for crime in its traditional sense. And this type of crime is usually spread among young people, and even now it has spread to students and schoolchildren. This type of crime poses great challenges to all educational institutions. The university, as one of the important educational institutions, which receives a large number of young people, from various groups in terms of thought and the social and economic level, can play an important role in combating this type of crime, especially in light of the multiple roles of the university. Hence, the current research aims to identify the role that the university can play in combating cybercrime among young people, in light of the functions and roles of the university, and through this the research tries to answer the following questions: 1- What is the concept of cybercrime, and what are its types? 2- What are the characteristics of a cybercriminal? 3- What are the jobs of universities? 4- What role can universities play in facing cyber crimes in light of their functions? At the end of the research, the research presented a perception of the university's role in combating cybercrime in the light of the university's functions of teaching, scientific research, and community service.
