By positive partnership between members of the community, Development process could take place and nation would promote. Researchers have emphasized the importance of active participation to development programs, and strengthen its role as the first step in the path of democracy. By active participation, a sense of individual existence and importance to the society could be generated. There is no doubt that the countryside is the backbone of the Egyptian society. It is a major part of the physical fabric of Egypt, and one of its largest economic and social sectors. It is an effective element in the socioeconomic development, as it considered the main axis which Egypt can follow in the third millennium. It was therefore essential for the policymakers to move toward that part by their studies and to develop plans and policies to ensure that development has based on a sound methodology and according to the priorities of the community. This paper addresses social participation as a method in the preparation of the strategic plans of the Egyptian villages through the analysis of features and objectives of the participatory process and the means that has been employed, and the obstacles it faced, particularly, in the region of Upper Egypt, which may differ from the rest of the state. A case study on Mair Village has been conducted. The main goal was the formulation of a methodology could be used in future projects that depend on social participation in that region.
