الملخص العربى : يُعد مدخل التميز من المداخل الإدارية الحديثة، التي تساعد المؤسسات التعليمية على تطوير أدائها بشکل مستمر على المدى الطويل، وتحقيق نتائج غير مسبوقة تتفوق بها على منافسيها، من خلال استخدام الاستراتيجيات والنماذج المطبقة في تحسين الوضع التعليمي، بإعادة نظم إدارتها، وأساليب وطرق عملها، وسياساتها، لتحقيق الجودة والتميز في الخدمات والبرامج التعليمية والبحثية المقدمة للفرد والمجتمع؛ بما يمکن هذه المؤسسات التعليمية من مواجهة التحديات، والتعامل معها، وضمان بقائها واستمرارها وتحقيق ميزتها التافسية. ويهدف البحث إلى التعرف على الإطار المفاهيمي للإبداع الإداري. والتعرف على أبعاد التميز بالمؤسسات التعليمية، والتوصل إلى آليات تنمية الإبداع الإداري لتحقيق التميز بمؤسسات التعليم قبل الجامعي في مصر. منهج البحث اعتمد البحث على المنهج الوصفي. نتائج البحث توصل البحث إلى آليات تنمية الإبداع الإداري لتحقيق التميز بمؤسسات التعليم قبل الجامعي في مصر. الملخص الانجليزى : Excellence is considered one of the modern administrative approaches, which help the educational institutions in improving it's performance continuously over the long term and achieving unsurpassed results over it's competitors, through using applicable strategies in improving the educational situation by its methods of work to achieve quality and excellence in educational programs and services for individual and society. That enables these educational institutions in facing the challenges and ensuring their survival and competitive advantage. Every citizen has the right to high-quality education from his birth to his death. This research aims at recognizing the dimensions of educational justice recognizing the obstacles which face the kindergarten in Egypt, and reaching the mechanisms of empowering children of their rights in Education in light of principles of educational justice.
