يُعد الفقر ضمن الأزمات الأکثر شيوعاً وارتباطاً بالقضايا التي تمس الجوانب الحياتية للمجتمع، ويُعتبر الإلمام بأماکن توطن الفقر والأسباب وراء ترکزه أمراً حاسماً في عمليات التخفيف من حدة الفقر؛ ويُثير تنامي الفقر في مصر بالآونةِ الأخيرة القلق، خصوصاً في ظل خطط ترشيد الدعم التي تعتزم الحکومة تطبيقها کإجراء ضروري لخفض العجز في الموازنة والمصحوبة بآليات اخرى لدعم الفقير ومنها الدعم النقدي المباشر المشروط وکذلک استخدام الکروت الذکية لتوزيع المحروقات والمواد الغذائية المدعمة.
يُقدم البحث منهجية کمية تعتمد على الاستهلاک -والذي يتمثل في کمية وطبيعة المخلفات البلدية الصلبة التي تولدها الأسر-کمؤشر للدخل والمستوى المعيشي للأسرة، وبالتالي قدرتها على استيفاء احتياجاتها الاساسية، ويستخدم البحث محافظة المنوفية کحالة دراسية تجمع بين المناطق الحضرية والريفية وتتمتع بتنوع في القاعدة الاقتصادية.
تؤکد نتائج التحليلات الاحصائية المتقدمة والمتعددة المتغيرات، وجود علاقة ارتباط بين مستوى دخل الأسرة والحالة المعيشية لها من جهة، وکمية ومکونات المخلفات البلدية الصلبة المتولدة من تلک الأسرة، حيث تفسر المخلفات البلدية الصلبة حوالي 70 بالمائة من التباين في دخول الاسر بالمنوفية، کما جاء بنتائج تحليل الانحدار؛ وبالتالي يمکن استخدام المخلفات البلدية الصلبة المتولدة کمؤشر لقياس الفقر واستهداف الفقراء، لأنه يعکس قدرة الأسر على استيفاء احتياجاتها الأساسية.
Poverty is one of the most common and complex issues that relates closely to many pressing social matters affecting the community's life. Locating poverty and identifying its causes are central to the poverty alleviation efforts. The growing rate of poverty in Egypt is raising great concerns, especially within the coinciding government intentions to reduce subsidies on consumer goods including fuels and foods, and then replace it with other means, such as Conditional Cash Transfer (CCT).
This paper uses a quantitative research strategy to introduce a consumption-based measure of poverty. The paper uses Municipal Solid Waste (MSW) as an indicator for households' consumption rate and behavior, which reflects households' income and standard of living. The paper uses the Governorate of Menofia as case study to empirically verify the validity of the model.
The results of advanced multivariate statistical analyses (discriminant and regression analyses) confirm the association of households' income and their standard of living on one hand, and the composition and quantity of their generated MSW. According to regression analysis, MSW explains about 70 percent of the variance of households' income in Governorate of Menofia. MSW, therefore, can be used as an indicator for targeting the poor as it reflects the capability of households to meet their needs.
