لم يکن البرلمان فکرة مبتکرة أو ابتکاراً لأحد الفلاسفة وإنما جاء وليداً لتجارب وتاريخ طويل. فالأحداث التاريخية هي التي صنعته وحددت ملامحه الحالية ولم يظهر البرلمان مرة واحدة، وإنما خاض مراحل متعددة، کان أکثرها مليئا بالصعاب والتحديات، استطاعت البرلمانات خلالها انتزاع سلطاتها من الملکيات المطلقة ونظم الحکم الاستبدادية .
ولم تتبلور سلطات البرلمان دفعة واحدة، وإنما اکتسبتها بالتدريج، حتى امتدت إلى المسائل التشريعية والمالية والسياسية. ومع ظهور واستقرار البرلمان، عرف العالم نوعا جديدا من نظم الحکم هو الحکومات البرلمانية، وتواصلت مسيرته على طريق الديمقراطية والمشارکة والتعددية السياسية، وحکم الأغلبية .
ولقد ظهر الکونجرس الأمريکي في غضون الثورة التي انتشرت في أواخر القرن الثامن عشر في المستعمرات البريطانية، وانتهت بإعلان الاستقلال وتأسيس اتحاد بين عدد من المستعمرات المستقلة. کما ارتبط الکونجرس بمرحلة هامة في التاريخ الأمريکي وهى الحرب الأهلية بين الشمال والجنوب، حيث کان مرکزاً للقوى التي تؤيد الاندماج في دولة واحدة، حتى تم تأسيس الولايات المتحدة الأمريکية الحالية عام (1776)م
Parliament was not an innovative idea or invention of one of the philosophers, but rather the result of experiences and a long history. Historical events are what made it and determined its current features. Parliament did not appear once, but went through multiple stages, most of which were full of difficulties and challenges, during which parliaments were able to extract their powers from absolute monarchies and authoritarian regimes.
Parliament's powers did not crystallize at once, but acquired them gradually, until they extended to legislative, financial and political issues. With the emergence and stability of Parliament, the world knew a new type of government system, parliamentary governments, and continued its path on the path of democracy, participation, political pluralism, and majority rule.
The American Congress emerged during the revolution that spread in the late eighteenth century in the British colonies, and ended with the declaration of independence and the establishment of a union between a number of independent colonies. Congress was also associated with an important stage in American history, which is the civil war between the North and the South, as it was the center of the forces that supported integration into one country, until the founding of the present United States of America in (1776)
