This research aimed at identifying the requirements and constraints of the resettlement of human resources in the industrial companies in Kuwait. In addition, the field study aimed to collect and analyze the initial data needed to test the hypotheses and achieve its objectives. These data were collected by using a survey prepared by the researcher, and reports issued by industrial companies in Kuwait. The study concluded that the resettlement of human resources is not a final objective, but it should be seen as a means to a larger goal of preparing the national human resources to serve the overall development goals. Education and training policies need to be linked to employment processes. Therefore we can solve the problem in Kuwait and most Arab and developing countries. The characteristics of the graduates of the national education system diverge from the required standards in human resources, which are sought by business organizations and other bodies looking for workers. The research also concluded that there are significant statistical differences between the attitudes of the respondents in the Kuwaiti industrial companies towards the requirements of human resources resettlement in the Kuwaiti industrial companies, depending on the type.
