Abstract

The aim of the research is to identify the obstacles to evaluating the performance of human resources in an effort to improve environmental performance, and to try to overcome these obstacles by proposing possible solutions to overcome these obstacles. This study was applied to the training sector of the Ministry of Military Production. The research also deals with presenting the previous experiences through which the researchers worked hard in crystallizing the concepts of evaluating the performance of human resources and improving the performance of environmental management. The research also included the concept, elements and determinants of environmental performance, organizations' motives for improving environmental performance, human resource activities associated with improving environmental performance, and finally, obstacles to improving environmental management performance. During the study, the inductive approach was used, which relies on data, statistics and historical facts, in addition to the descriptive analytical approach to achieve the objectives of the study, including desk theoretical studies that included addressing the subject of the study and achieving its main purpose. The questionnaire was the means of data collection, which consisted of (30) items as a tool for the study, and the (SPSS) program was used to analyze the data of the study. The study population consisted of all workers in the training sector at the Ministry of Military Production, where the study population amounted to (1000) male and female employees, a random sample of (200) individuals was selected, i.e. (20%) of the original study population, and the sample was drawn from the functional levels (Specialized degree) with (100) females at (50%), (office and technical degree) with (70) females at (35%), and finally (craftsmen and auxiliary services) with (30) females at (15%), the largest number was from the study sample (males) with (130) females (65%), and (females) with (70) females (35%). The results of the study showed that there is a strong inverse correlation between the dimensions of obstacles to evaluate the performance of human resources and improve environmental management. They also showed a significant effect of statistical significance for the obstacles to performance evaluation related to (subordinates - superiors and supervisors - performance evaluation models) on improving environmental management in the organization . The researcher has recommended several recommendations, the most important of which are that the environmental management adopt a plan to develop the human resources performance appraisal system to be followed and to overcome the obstacles it faces, the need for continuous improvement of the performance appraisal standards and models used, attention to training workers in the field of performance appraisal and introducing them to the most important obstacles related to the appraisal process. Linking training programs and plans to the results of performance analysis, and adopting environmentally friendly human resources policies and functions that work on environmental sustainability.
