Abstract

The aim of the research is to identify the role of civil society institutions in supporting the policies of rationalizing family consumption, and to reveal the most important obstacles that limit the role of these institutions in carrying out their mission. The results showed a clear defect in understanding the policies of rationalizing consumption, and the associations' lack of interest in the issue of rationalizing consumption on the grounds that they need the attention of major state institutions. It was also clear that there is a significant weakness in the production required by NGOs to support the rationalization of household consumption policies. It was found that there is a clear waste and waste of many of the associations' resources, due to random work that is not based on scientific and cultural foundations in the use and distribution of these resources and misplaced them. The results also indicated the existence of a large gap between the orientations and policies of the state towards development and the exploitation of resources, and the work of many NGOs working in opposite directions, in addition to the lack of attention to the qualifications of the members of the associations, which was reflected in the officials' understanding of the issue and their attempts to find a solution.
