Abstract

HIV infection is the most devastating infection that has emerged in the recent history. Despite that Egypt has succeeded in keeping the HIV epidemic rates low, the number of identified infected cases is increasing, in addition to increasing prevalence of high risk behaviors, especially among youth. Partnership between different organizations is urgently needed to be able to face the pending epidemic. The study aimed to profile the role of the MOH and NGOs in facing the disease in Egypt and to assess partnership between both organizations. Qualitative health service study was conducted using in-depth interview and focus group discussion with service providers from four NGOs, the National AIDS Program, key respondents in addition to a purposeful sample of PLHIV or their caregivers. The study revealed that HIV/AIDS in Egypt is at an alarming level due to increasing trend, high prevalence of risky behaviors in addition to stigma, discrimination and denial which represent the main challenge in facing the problem. Different services for prevention and control are provided by the MOH through its National AIDS Program (NAP). NGOs working in this field are enthusiastic and believe in the seriousness of the problem and urgency for a strong response. They have the privilege of being able to approach PLHIV and high risk groups and are supported by them. Partnership between NGOs and NAP is still limited to training courses, VCT services and care for referred patients but no real involvement of the civil society in planning or putting strategies in addition to shortage in funding that impedes the role of the NGOs. Inter-sectoral participatory planning involving all concerned parties; governmental, nongovernmental, private sector, donors and most important the target communities is recommended to be able to abort the epidemic in its early stages.
