سلط التقرير العام لمشروع تعميق التصنيع المحلي في مصر الصادر عن معهد التخطيط القومي عام 2023، الضوء على وجود فجوة واسعة بين البحث العلمي والصناعة في مصر، بما يشكل عقبة أمام تطوير عدد كبير من الصناعات، كما أكد التقرير على ضآلة حجم الإنفاق (الاستثمار) الموجه للبحوث والتطوير من جانب الشركات الصناعية، وافتقار أغلب تلك الشركات لوجود وحدات للبحوث والتطوير. في المقابل، تؤكد الأجندة الوطنية للتنمية المستدامة: رؤية مصر 2030 المحدثة، وبرنامج عمل الحكومة الأخير 2024/ 2025 – 2026/ 2027 على أهمية النهوض بالقطاع الصناعي من خلال تعزيز الابتكار وتوسيع فرص نقل التكنولوجيا، وربط مخرجات البحث العلمي بالصناعة الوطنية، ودور ريادات الأعمال الناشئة الصناعية. على المستوى العالمي، أكد التقرير الأخير لمنظمة الأمم المتحدة للتنمية الصناعية: UNIDO حول التنمية الصناعية في العالم لعام 2024 الذي أكد على دور الصناعة الطليعي في تحقيق التنمية المستدامة وضرورة اعتماد سياسات صناعية جديدة في إطار الثورة الصناعية الرابعة تقوم على الابتكار والرقمنة والطاقة النظيفة والحياد الكربوني والاهتمام بالبعد التشغيلي. في إطار هذين السياقين الوطني والعالمي، يقوم معهد التخطيط القومي بدراسة حول سبل تعزيز دور البحوث والتطوير والابتكار: R&D&I في الارتقاء بالصناعة المصرية بالتعاون مع الأطراف والجهات المعنية سواء حكومية، أو مراكز ومعاهد ومؤسسات أكاديمية وبحثية، أو شركات صناعية، واتحادات وتجمعات مهنية ذات صلة من خلال لقاءات خبراء وورش عمل متعددة. تناولت الدراسة بالتحليل توجهات ومبادرات البحوث والتطوير والابتكار بالقطاع الصناعي المصري، كما تناولت الخبرات المستفادة من التجارب العالمية والإقليمية لتوظيف أنشطة البحث والتطوير والابتكار في تعزيز تنافسية القطاع الصناعي في دول العالم المختلفة. كما تناولت تحليل بعض التجارب والخبرات في القطاع الصناعي المصري. قدمت مراجعات الأدبيات، والتجارب العالمية الأممية والإقليمية والوطنية، بالإضافة إلى لقاءات الخبراء وورش العمل، قدمت مجتمعة العديد من الخبرات المهمة التي تم توظيفها لتطوير سياسة مقترحة لتعزيز قدرات البحث والتطوير والابتكار لدعم الصناعة المصرية

The final report of the project of “Deepening Local Industrialization in Egypt”, issued by the Institute of National Planning-INP in 2023, highlighted the existence of a wide gap between scientific research and industry in Egypt, which constitutes an obstacle to the development of a large number of industries. The report also stressed the small amount of spending (investment) directed to research and development -R&D by industrial companies, and the lack of research and development units for most of these companies. In contrast, the National Agenda for Sustainable Development: Egypt's updated Vision 2030, and the latest Government Work Program 2024/2025 - 2026/2027 emphasize the importance of advancing the industrial sector by enhancing innovation, expanding opportunities for technology transfer, linking scientific research outputs to national industry, and the role of emerging industrial entrepreneurship. At the global level, the latest report of the United Nations Industrial Development Organization: UNIDO on industrial development in the world for the year 2024 emphasized the pioneering role of industry in achieving Sustainable Development Goals -SDGs and the need to adopt new industrial policies within the framework of the Fourth Industrial Revolution based on innovation, digitization, clean energy, carbon neutrality, and attention to create more job opportunities. Within these national and global contexts, the INP is conducting a study on ways to enhance the role of research, development and innovation (R&D&I) in advancing Egyptian industry in cooperation with relevant parties and entities, whether governmental, academic and research centers, institutes and institutions, or industrial companies, and relevant professional unions and associations through expert meetings and multiple workshops. The study analyzed the trends and initiatives of R&D&I in the Egyptian industrial sector, and also addressed the experiences learned from global and regional experiences in utilizing R&D&I activities to enhance the competitiveness of the industrial sector in different countries of the world. It also analyzed some experiences and expertise in the Egyptian industrial sector. Literature reviews, international, regional and national experiences, in addition to expert meetings and workshops, collectively provided many important experiences that were utilized to develop a proposed policy to enhance R&D&I capabilities to support Egyptian industry.
