This investment priority system is designed to guide the industrial development of a country, focusing on the selection of individual projects to be included in the industrial development program. Drawing from the Philippines' experience, it aims to align policies in areas such as foreign exchange, financing, import licensing, foreign investment, trade, and tariffs. The system prioritizes achieving key objectives: directing scarce capital resources to productive uses, conserving foreign exchange, reducing unemployment, improving income distribution, and promoting economic growth. The guiding principle is that, all else being equal, projects contributing the most to national income per unit of scarce resources will be given preference.
