ظل النشاط الاقتصادي في مصر لفترة طويلة متروكًا للأفراد دون تدخل الدولة، حيث كان اختيار الاستثمارات وتنفيذها مسؤولية أصحاب رؤوس الأموال. كان يُعتقد أن السعي وراء الربح كفيل بتحقيق التوازن العام، وكان دور الدولة مقتصرًا على سن القوانين لضمان المنافسة المشروعة. ومع تغير الأوضاع الاقتصادية وظهور اقتصاديات تعتمد على التخطيط الشامل، انتقلت مسؤولية الدولة إلى رسم السياسات الاقتصادية العامة وامتلاك وسائل الإنتاج. أصبح من الضروري أن تتبنى الدولة تغييرات جذرية في الإنتاج والتكنولوجيا والدخل، استنادًا إلى دراسات قومية تأخذ في الاعتبار النظريات الاقتصادية وظروف البلاد. لذا، كان من المهم أن تكون الدولة على دراية تامة بمقومات الاقتصاد القومي والعوامل المؤثرة في السلوك الاقتصادي.

For a long time, economic activity in Egypt was left to individuals without state intervention, with investment selection and execution being the responsibility of capital owners. It was believed that the pursuit of profit would ensure general equilibrium, and the state's role was limited to enacting laws to ensure fair competition. With changing economic conditions and the emergence of economies based on comprehensive planning, the state's responsibility shifted to formulating public economic policies and owning the means of production. It became essential for the state to implement radical changes in production, technology, and income, based on national studies that consider economic theories and the country's circumstances. Thus, it was crucial for the state to be fully aware of the components of the national economy and the factors influencing economic behavior.
