In studying agricultural production and resource use under certainty, the element of time was overlooked for simplification. However, time plays a significant role in agricultural production. If we assume that a planner is fully aware of future conditions when drawing up their production plan, it is expected that they will not make mistakes, making previous concepts sufficient. In reality, no planner can have complete knowledge of future conditions, necessitating the development of new concepts. Farmers, as planners and executors of their projects, face risks due to their lack of knowledge about future conditions, as they start production at a certain time and must wait for a period, which may vary, to obtain their yield. Therefore, farmers must draw their production plans in an environment of uncertainty. Although agricultural production occurs under uncertain conditions, identifying these conditions with a certain degree of accuracy is not impossible. Thus, planning under uncertainty is not a trivial matter; it holds its significance and respect. Discussing the issue of uncertainty is crucial, as most decisions are made within this context, whether at the individual, group, or state level.
