تعتبر فكره " الطلب العمال " البدايه المنطقية لدراسة نظرية التوظف والدخل القومى كما عرضها كينز في كتابه " النظرية العامة للتوظف والفائدة والنقود ومستوى الانتاج والتوظف يتوقفان على طلب المجتمع على مجموع السلع والخدمــــــــــــات التي يقوم العمال بانتاجها . ويعبر المجتمع عن هذا الطلب عن طريق انفاقه للدخل الذى يحصل عليه مقابل مساهمة عناصر الانتاج فى العمليات الانتاجية وهذا الارتباط بين مستوى الانتاج ومستوى التوظف من جهة ومستوى الانفاق من جهة اخرى صحيح سواء كان النظام الاقتصادى السائد هو النظام الرأسمالي أو النظام الاشتراك والفرق بين النظامين هو أن مسئولية اتخاذ القرارات التي تتعلق بالانتاج والتوظف تقع على عاتق رجال الاعمال في النظام الرأسمالي . بينما أن هذه المسئولية تقع على عاتق الدولة فـــــــــى النظام الاشتراكي

The concept of "effective demand" is considered the logical starting point for studying the theory of employment and national income as presented by Keynes in his book "The General Theory of Employment, Interest, and Money." The level of production and employment depends on society's demand for the total goods and services produced by workers. Society expresses this demand through its spending of the income it receives in exchange for the contribution of production factors in the production processes. This connection between the level of production and employment on one hand, and the level of spending on the other hand, holds true whether the prevailing economic system is capitalist or socialist. The difference between the two systems is that the responsibility for making decisions related to production and employment lies with business people in the capitalist system, while this responsibility falls on the state in the socialist system.
