يعتبر التخطيط المالي جزءًا أساسيًا من التخطيط الاقتصادي الشامل، حيث يركز على حصر وتعبئة الموارد المالية وتوزيعها على الاستخدامات المحددة في الخطة العينية، ولضمان نجاح الخطة الخمسية الثالثة، يجب إعداد خطة مالية متكاملة تتجنب الانحرافات التي ظهرت في الخطتين السابقتين. ويعتبر الهدف العام للخطة هو رفع مستوى معيشة الفرد في المجتمع، مع التركيز على متوسط نصيبه من السلع والخدمات والدخل الحقيقي.

Financial planning is an essential part of comprehensive economic planning, as it focuses on identifying and mobilizing financial resources and distributing them to the uses specified in the sample plan. To ensure the success of the third five-year plan, an integrated financial plan must be prepared that avoids the deviations that appeared in the previous two plans. The overall goal of the plan is to raise the standard of living of the individual in society, focusing on the average share of goods and services and real income.
