أثبتت تجارب الأمم الناهضة أن ممارسة الديمقراطية ومشاركة الشعوب في اتخاذ القرارات لهما أكبر الأثر في تحقيق التنمية الشاملة والنهضة المنشودة ... ، وفي العصر الحديث أثبتت الإدارة المحلية أنها خير تطبيق لمبدأ لديمقراطية في الإدارة حيث من المفترض أنه نظام متحرر من القيود السياسية والإدارية ، كما أنه يتفق مع المبدأ الديمقراطي الذي يستلزم مشاركة المواطنين في أمورهم وحل مشاكلهم

The study aims to identify " the role of decentralization in improving quality of services". It also seeks to answer a key question: What a role can decentralization play to improve the quality of services provided to citizens, especially the education sector? The study was divided into a preliminary chapter, four chapters, and a conclusion, as follows: The Preliminary Chapter consists of 3 Sections: the first Section deals with the concepts and terminology of the study. The second Section deals with the previous scientific studies. The third Section deals with the experiences of both Malaysia and South Africa with decentralization, and discussed the learned lessons.
