إن موضوع الموازين المادية والسلعية لم يحظ بالاهتمام الواجب فيما سبق من مراحل. لم تغط كل جوانبه التى هى فى الحقيقة والأساس الطريق الوحيد الموصل إلى التوازن الحقيقى. توازن بين الموارد المتاحة والاستخدامات المستهدفة لتحقيق غايات المجتمع الاشتراكى فى الكفاية والعدل.

The issue of material and commodity balances has not received due attention in the previous stages. It did not cover all its aspects, which are in fact and fundamentally the only way to leading to a true balance. A balance between the available resources and the intended uses to achieve the socialist society's goals of sufficiency and justice.
