تتناول الدراسة دور السياسة المالية فى تحقيق النمو وعدالة توزيع الدخل، وتركز بصفة خاصة على الضرائب والاستثمار العام.وتوصلت الدراسة إلى أن أهم مقتضيات تفعيل دور السياسة الضريبية فى مصر يتمثل فى تعديل الهيكل الضريبى فى اتجاه الضرائب المباشرة، وتضمين درجة مناسبة من التصاعدية فى ضرائب الدخل والشركات وزيادة الوزن النسبى لضرائب الملكية والثروة، وزيادة درجة العدالة فى تحمل عبء الضرائب غير المباشرة.وفيما يتعلق بالاستثمار العام فقد أوضحت الدراسة أنه يمثل العنصر الوحيد فى السياسة الماليةالذى يحقق كل من أهداف النمو والعدالة ومواجهة الفقر دون تعارض بين هذه الأهداف.وتوضح الدراسة ضرورة زيادة حجم الاستثمار العام فى مصر وتعديل هيكله القطاعى فى اتجاه زيادة الوزن النسبى للاستثمار فى قطاع الزراعة، وهو أكثر أنواع الاستثمار تخفيضا للفقر، وأيضا زيادة الاستثمار فى التعليم والصحة وضرورة معالجة الخلل فى التوزيع الجغرافى للاستثمار العام لتفعيل دوره فى تحقيق النمو والعدالة.

The study approaches the role of fiscal policy in economic growth and equity, and focuses on taxes and public investment. The analysis shows the implications to enhance the role of taxes in Egypt through adjusting taxes structure towards more progressivity in income and corporate taxes and bigger weight for direct taxes and property taxes. There is a need also to assign different rates for sales taxes. Concerning public investment; it was shown that public investment is the only element in the fiscal policy that contributes to both growth and equity without trade off. The study concludes that Egypt needs to increase the size of public investment and to adjust its structure towards bigger weight for investment in agriculture, because of its big role in combating poverty. It also needs to increase investment in education and health, and address the geographic pattern of public investment to meet the needs of the poor governorates and thus improve growth and equity.
