يناقش هذا البحث أساليب إبرام العقود الإدارية الإلكترونية في القانون المصري والنظام السعودي، تم استخدام المنهج المقارن لإبراز أوجه التفرقة بين القانون المصري والنظام السعودي، وذلك من اجل الوصول إلى أفضل النتائج، وتم استخدام المنهج الوصفي القائم على دراسة كافة النصوص القانونية المتعلقة بموضوع البحث، كما تم استخدام المنهج التحليلي القائم على تحليل النصوص الواجبة التطبيق بموضوع البحث.

وقد خلصت الدراسة إلى أهمية استخدام الوسائل الحديثة في ابرام التعاقدات الحكومية، فلم يعد دورها لتأمين احتياجات الجهات الحكومية، بل لها دورا في تطوير الاستثمارات الداخلية والخارجية للدول، والمساهمة في تطوير الاقتصاد اقليميًا وعالميًا.

كما تبين أن المنظم السعودي استحدث اساليب متطورة في إبرام العقود الإدارية، كالمزايدة العكسية الإلكترونية وتوطين الصناعة ونقل المعرفة، بخلاف الوضع في القانون المصري.

This research discusses the methods of concluding electronic administrative contracts in Egyptian law and the Saudi system. The comparative approach was used to highlight the differences between Egyptian law and the Saudi system, in order to reach the best results. The descriptive approach was used based on studying all legal texts related to the research topic, and the analytical approach was used based on analyzing the texts that must be applied to the research topic. The study concluded the importance of using modern means in concluding government contracts. Its role is no longer to secure the needs of government agencies, but rather it has a role in developing internal and external investments of countries, and contributing to the development of the economy regionally and globally.
