Abstract

Since its founding as a scientific discipline in the wake of World War I, the field of international relations has witnessed many theoretical dialogues, which would bring about successive changes in the theory of international relations itself. It was natural for these developments and modifications to cast a shadow on the field of foreign policy, which represents one of the most important fields. Study of international relations. The individual policies that states choose are the focus of much work on international behavior on why states choose to start wars that can kill millions of people. Why do countries enter into alliances? These types of questions focus on issues that directly affect our lives, and that are of interest to scholars and policy makers. . Hence, it is concerned with the relationship between state policies in a specific situation, or at a specific time. Policies are the tools that states use to get what they want. So why do states choose certain policies?
Why does a country choose to impose sanctions on another country instead of attacking it, and why does a country increase its foreign aid while at the same time reducing its military spending? Why does the state resort to breaking its alliance with another country, reduce its foreign aid, and at the same time reduce its military spending?
