تعد ظاهرة عمل الأطفال من التحديات التي تعيق التنمية المستدامة، خاصة في ظل التغيرات المناخية التي تزيد من خطورة استغلالهم، وتؤثر على حقوقهم الأساسية. في مصر، كما في العديد من الدول، تتفاقم هذه المشكلة نتيجة الفقر والتهميش الاجتماعي وضعف أنظمة الحماية الاجتماعية والتعليم، ما يدفع الأطفال إلى سوق العمل في ظروف غير آمنة. وتزداد حدة الأزمة مع التغيرات المناخية التي تؤثر سلبًا على بيئات العمل، خاصة في الزراعة والصناعة، حيث يتعرض الأطفال لمخاطر صحية ونفسية تؤثر على نموهم ومستقبلهم. تسعى هذه الورقة إلى تحليل واقع عمل الأطفال وأسبابه ونتائجه، وتقديم سياسات للقضاء الفوري على أسوأ أشكاله، من خلال تعزيز القوانين الرادعة وتطوير آليات رقابة صارمة لحماية الأطفال في سوق العمل، بالإضافة إلى ضمان توفير بيئات تعليمية مرنة تستوعب الأطفال المتضررين، وتعزيز الحماية الاجتماعية للأسر الفقيرة لتقليل الاعتماد على عمل الأطفال كمصدر للدخل. كما تسلط الضوء على ضرورة تبني استراتيجيات وطنية شاملة تدمج الجوانب البيئية والاجتماعية والاقتصادية، مع التركيز على أهمية توفير فرص تعليمية ومهنية للأطفال المعرضين لخطر العمل المبكر. في ظل التحولات المناخية المتسارعة، يصبح من الضروري دمج سياسات مكافحة عمل الأطفال ضمن الجهود العالمية لمواجهة تغير المناخ، من خلال تطوير برامج توعوية، وتعزيز التشريعات البيئية التي تحمي الأطفال العاملين، ووضع خطط استجابة فعالة تحدّ من التأثيرات السلبية للمناخ على المجتمعات الأكثر هشاشة. يشدد التقرير على أهمية اتخاذ إجراءات وقائية طويلة الأمد، تشمل تحسين أنظمة الرعاية الاجتماعية، وخلق فرص اقتصادية بديلة للأسر الفقيرة، وضمان بيئة عمل خالية من المخاطر للأطفال الذين يجدون أنفسهم مضطرين للعمل. وختامًا، فإن القضاء على أسوأ أشكال عمل الأطفال يتطلب تعاونًا دوليًا فعّالًا، وإرادة سياسية قوية، ونهجًا متكاملاً يوازن بين الأبعاد القانونية والاجتماعية والاقتصادية والبيئية لضمان مستقبل آمن ومستدام للأطفال.   The phenomenon of child labor poses a significant challenge to sustainable development, particularly in the context of climate change, which exacerbates the exploitation of children and threatens their fundamental rights. In Egypt, as in many other countries, this issue is intensified by poverty, social marginalization, weak social protection systems, and inadequate education, driving children into unsafe labor environments. The crisis is further aggravated by climate change, which negatively impacts working conditions, particularly in agriculture and industry, exposing children to health and psychological risks that affect their development and future. This paper aims to analyze the realities of child labor, its causes, and consequences, while proposing policies for the immediate eradication of its worst forms. It advocates for strengthening deterrent laws, developing stringent monitoring mechanisms to protect children in the labor market, ensuring flexible educational environments that accommodate affected children, and enhancing social protection for impoverished families to reduce reliance on child labor as a source of income. Additionally, it highlights the necessity of adopting comprehensive national strategies that integrate environmental, social, and economic aspects, emphasizing the importance of providing educational and vocational opportunities for children at risk of early labor. Amid accelerating climate shifts, it is crucial to incorporate child labor eradication policies within global climate action efforts by developing awareness programs, strengthening environmental legislation that safeguards child workers, and implementing effective response plans to mitigate climate change's adverse effects on vulnerable communities. The report underscores the need for long-term preventive measures, including improving social welfare systems, creating alternative economic opportunities for impoverished families, and ensuring safe working environments for children who find themselves compelled to work. Ultimately, eliminating the worst forms of child labor requires effective international cooperation, strong political will, and an integrated approach that balances legal, social, economic, and environmental dimensions to secure a safe and sustainable future for children.
