ان زيادة مشاركة المرأة في قطاع الاقتصاد والارتقاء بحقوقها وتمكينها من الوصول للموارد والتحكم يتطلب تغيير الموقف والاقرار بقدرات النساء وإنتاجيتهم في الاقتصاد الرسمي وغير الرسمي،
وقد أطلق المجلس القومي للمرأة استراتيجيته الوطنية الأولى لتمكين المرأة المصرية 2030
وتتجلَّى جهود الدولة المصرية من أجل تحقيق مزيد من الشمول المالي في تبنيها والتزامها بعدد من المبادرات العالمية، منها إعلان مايا الذي أُطلِق عام 2011 في المنتدى العالمي للسياسات في ريفيريا مايا بالمكسيك. ويعني الالتزام بالإعلان السعي من أجل قيادة جهود الشمول المالي،
حيث أن الشمول المالي للنساء المصريات عامل رئيسي لتحقيق تمكينهن الاقتصادي وقدرتهن على توفير سبل كسب الرزق لأسرهن، والمشاركة في النمو الاقتصادي.
