تتناول هذه الورقة البحثية قضية القمع البريطاني ودورها في انتهاك حقوق الحياد الأمريكي بتوضيح مفهوم القمع في السياسة البريطانية، وموقف الولايات المتحدة وبريطانيا من قضية التجنس ودورها في زيادة عمليات القمع الاستبدادية. وتسلط الضوء على سياسة بريطانيا البحرية التعسفية تجاه الولايات المتحدة واتباعها طرق عنيفة في معاملة البحارة الأمريكيين لتحقيق مصلحتها وزيادة عدد أطقمها؛ وردود الفعل الأمريكية تجاه هذه السياسية من خلال اتباعها قوانين عدم الاستيراد في أبريل عام 1806 ودورها في زيادة التوتر بين الولايات المتحدة وبريطانيا. ومعاهدة مونرو – بينكنى 31 ديسمبر 1806 وأثرها في تطور العلاقات الأنجلو – أمريكية ومحاولة وضع حد لهذه السياسة الخاصة بالقبض على البحارة واجبارهم على العمل على سفنهم. وقضية تشيزابيك يونيو عام 1807 التي سلطت الضوء على صعوبة التمييز بين الرعايا البريطانيين والمواطنين الأمريكيين؛ ومساهمتها في زيادة حدة الخلاف بين الولايات المتحدة وبريطانيا، ووصول الغضب الأمريكى إلى ذروته والتي كادت أن تؤدى إلى إحداث حرب بين الدولتين. كذلك كان القمع سببًا هامًا من أسباب اندلاع حرب عام 1812 بين بريطانيا والولايات المتحدة. وتم اختيار هذه الفترة بالذات لأنها كانت الأكثر أهمية حيث شهدت زيادة كبيرة فى عمليات القمع نظرًا لدخول بريطانيا فى حروب ضارية مع فرنسا ورغبتها الملحة في تعويض أطقمها من البحارة. كذلك عدم تناول هذه الجزئية بصورة معمقة في الدراسات السابقة.

Abstract:
Through this research paper, we will try to raise the issue of British Impressment and its role in violating American neutrality rights by explaining the concept of Impressment in British politics, and the position of the United States and Britain on the issue of naturalization and its role in increasing despotic Impressment operations.  And shed light on Britain's arbitrary naval policy towards the United States and its use of violent methods in dealing with American sailors to achieve its interests and increase its crews; and American reactions to this policy through the enactment of non-importation laws in April 1806 and their role in increasing tension between the United States and Britain. The Monroe-Pinckney Treaty of December 31, 1806, and its impact on the development of Anglo-American relations and an attempt to put an end to this policy of capturing sailors and forcing them to work on their ships. The Chesapeake Affairs in June 1807 shed light on the difficulty of distinguishing between British subjects and American citizens, and contributed to increasing the dispute between the United States and Britain, and the peak of American anger, which almost led to a war between the two countries. Also, Impressment was a significant factor in the outbreak of the war in 1812 between Britain and the United States. This period was specifically chosen because it was the most important, witnessing a significant increase in Impressment due to Britain's entry into fierce wars with France and its urgent desire to compensate for its crews of sailors. Also, the lack of in-depth coverage of this issue in previous studies.
