ملخص البحث:
    تهدف هذه الدراسة إلى اقتراح إستراتيجية فاعلة للنهوض التنموي والاقتصادي، من خلال صياغة عناصرها، ورسم مبادئها، وتقعيد أُسُسها، ودعائمها، وركائزها، ومنطلقاتها، ودوافعها، وأهدافها، وتحدياتها، وهيكلها التطبيقي، واقتراح مقومات نجاحها؛ لإحداث تغييرات جوهرية في إدارة مؤسسات الأمة وهيكلها؛ لإحداث نهضة تنموية. وتقوم الاستراتيجية المقترحة على مفاهيم (استشراف المستقبل)، بالاعتماد على معطيات الماضي، وأدوات تحليل الحاضر، وخرائط السيناريوهات المستقبلية، ومن خلال هذه الأدوات تستعين الدراسة بالمنهج الاستشرافي، للتنبؤ بالنهضة التنموية المستقبلية، في ضوء المعطيات المعاصرة، بجانب المنهج الوصفي؛ لتوضيح معالم الإطار المفاهيمى، واستعراض سؤالات النهوض، وجوانب المضامين القيمية للاستراتيجية وتحليلها: بناء وتفعيلا، واستخلاص النتائج التي تدعم أهداف الدراسة وخطتها. وقد توصلت الدراسة إلى أن استشراف المستقبل للنهوض التنموي فريضة إسلامية، ولا بد أن يقوم هذا الاستشراف على دراسات دقيقة للماضي، ووعي بالحاضر، وإلمام بعلوم التنبؤ الاقتصادي، وأدواته، وأن ينضبط بضوابط شرعية وعلمية. كما أوصت الدراسة بضرورة السرعة في الانتقال من التنظير والافتراضات في المشاريع التنموية والنهضوية، إلى الممارسات والتطبيقات، ومن النظريات إلى السياسات، مع توعية أبناء الأُمَّة الإسلامية بخطورة التحدي الحضاري الراهن وسط المتغيرات العالمية. Abstract: This study aims to propose an effective strategy for developmental and economic advancement, by formulating its elements, drawing its principles, establishing its foundations, pillars, pillars, starting points, motives, goals, challenges, and its applied structure, and proposing the elements of its success; to bring about fundamental changes in the management of the nation's institutions and their structure; to bring about a developmental renaissance. The proposed strategy is based on the concepts of (foreseeing the future), relying on past data, present analysis tools, and future scenario maps, and through these tools the study uses the foresight approach to predict the future developmental renaissance, in light of contemporary data, in addition to the descriptive approach; To clarify the features of the conceptual framework, review the questions of advancement, and aspects of the value content of the strategy and analyze them: constructively and effectively, and extract the results that support the objectives of the study and its plan. The study concluded that anticipating the future for development advancement is an Islamic duty, and this anticipation must be based on accurate studies of the past, awareness of the present, and familiarity with the sciences of economic forecasting and its tools, and must be governed by legal and scientific controls. The study also recommended the need to quickly move from theorizing and assumptions in development and renaissance projects to practices and applications, and from theories to policies, while educating the sons of the Islamic nation about the seriousness of the current civilizational challenge amid global changes.
