الملخص:
لما كانت النزاعات المسلحة تجلب على المدنيين أخطاراً من نوعين مختلفين، تلك التي تنجم عن آثار الأعمال العدائية وتلك التي ينطوي عليها النفوذ الذي قد تفرضه سلطات العدو أو المحتلين على الأشخاص الواقعين تحت سيطرتهم. فقد وفر القانون الدولي الإنساني للمدنيين بصورة عامة والأطفال والنساء المدنيين بصورة خاصة حماية من تلك الأخطار، فهو ينص على حماية الأطفال والنساء من آثار الأعمال العدائية من جهة وعلى حمايتهم من إساءة استعمال السلطة من جانب الطرف العدو أو المحتل من جهة أخرى.
Abstract:
 
Armed conflicts bring civilians notice of two different kinds, those resulting from the effects of hostilities and those implied by the influence that enemy or occupying authorities may impose on persons under their control. International humanitarian law has provided protection to civilians in general and to civilian women and children in particular from such threats. It provides for the protection of women and children from the effects of hostilities, on the one hand, and against abuse of power by the enemy or occupier, on the other.
