لقد شهدت العقود الأخيرة انتشار الإنترنت بوتيرة غير مسبوقة، فأصبح بمنزلة طفرة نوعية غيّرت ملامح الحياة اليومية، فقد تحول إلى أداة محورية للتواصل، والإلهام، والتعليم، والترفيه، وأسهم في تعزيز الترابط بين الأفراد من خلال إتاحة الفرصة لإنشاء مجتمعات افتراضية، والتكيف مع معطيات الثورة الرقمية. ومع ذلك، فإن الاستخدام المتزايد للإنترنت لم يكن خاليًا من المخاطر، بل أفرز تحديات قانونية ومجتمعية بالغة التعقيد، لا سيما عندما يتم استغلاله في ممارسات غير مشروعة أو مسيئة. ومن أبرز مظاهر إساءة استخدام الإنترنت انتشار المحتوى المسيء للأفراد عبر المنصات الرقمية، خاصة وسائل التواصل الاجتماعي، فضلًا عن تفشي الأنشطة الإجرامية في "الشبكة المظلمة"، والتي تتجسد في الترويج لاستغلال الأطفال في المواد الإباحية، والاتجار غير المشروع بالمخدرات والأسلحة، واستغلال الفضاء الإلكتروني في تسهيل الاتصالات الإرهابية. وعلاوة على ما تقدم، فقد أفرزت البيئة الرقمية أنماطًا مستحدثة من الجرائم، كان من بينها ما يُعرف بجريمة "الإيذاء المبهج"، والتي تُعرَّف بأنها: "كل اعتداء يُرتكب في مواجهة المجني عليه، سواء كان جسديًا أو جنسيًا، ويتم تسجيله أو تصويره ونشره عبر الإنترنت، سواء من خلال مواقع التواصل الاجتماعي أو البريد الإلكتروني الجماعي، بقصد الإضرار به نفسيًا، أو السخرية منه، وتحويله إلى مادة للتسلية على حساب معاناته".   Abstract: The Lasting Impact of the Internet: Between Digital Innovation and Emerging Cybercrimes In recent decades, the internet has expanded at an unprecedented pace, marking a transformative shift in daily life. It has evolved into a fundamental tool for communication, inspiration, education, and entertainment, fostering interconnectedness among individuals by enabling the formation of virtual communities and adaptation to the digital revolution. However, widespread use of the internet has not been without risks; rather, it has given rise to complex legal and societal challenges, particularly when exploited for unlawful or abusive purposes. One of the most alarming manifestations of internet misuse is the proliferation of offensive content targeting individuals on digital platforms, especially social media. Additionally, illicit activities have thrived within the "dark web," including the promotion of child exploitation through pornography, illegal drug and arms trafficking, and the use of cyberspace to facilitate terrorist communications. Moreover, the digital sphere has given birth to emerging cybercrimes, among which is the phenomenon known as “Happy Slapping." This crime is legally defined as "any physical or sexual assault committed against a victim, which is recorded, filmed, and disseminated online—whether through social media or mass email— with the intent to inflict psychological harm, ridicule the victim, and turn their suffering into a source of entertainment."
