تمثل الحماية الدولية لحقوق الإنسان المرآة التي تعكس الضمير الإنساني لبسط السلام العالمي من خلال تحقيق الحرية والعدل والمساواة بين جميع البشر, فكان لزاما على المجتمع الدولي خلق أنشطة وإجراءات تعمل على ضمان الاحترام الكامل لممارسة هذه الحقوق بمعرفة أجهزة دولية تكون مسئولة عن مراقبة ذلك لدرء الظلم والاستبداد. ومما لا شك فيه أن الإعاقة البصرية تعد من الإعاقات ذات الطبيعة الخاصة وأخطرها على الشخص في ممارسة حياته بشكل طبيعي فهي تحرمه من تكوين الصورة الذهنية عن كافة الأشياء في البيئة المحيطة  التي تعد أهم مقومات التعليم والتواصل ولما فيها من عناء شديد لاستقصاء الأفكار وجمع المعلومات للتعبير عن الإرادة والنفس مما يتطلب الأمر تحقيق رعاية خاصة لهذه النوعية من الإعاقة تضمن حماية أصحابها من المؤثرات الخارجية التي تحول بينهم وبين ممارسة حقوقهم بشكل كامل وطبيعي من خلال استخدام جميع الوسائل المتاحة وخاصة التطور المتزايد لتكنولوجيا الاتصالات والمعلومات مما يتطلب الأمر العمل على تعزيز الفرص لأصحاب الإعاقة البصرية والمكفوفين من إتاحة جميع المطبوعات ومختلف وسائل القراءة في نسق ميسر يسمح بنفاذ ما بهذه المطبوعات من أفكار وبذلك كان لزاما على المجتمع الدولي النظر في وضع ضوابط وإجراءات تضمن حماية حقوق الأشخاص ذوى الإعاقة البصرية والمكفوفين دوليا فكانت معاهدة مراكش لتيسير النفاذ الميسر إلى المصنفات المنشورة لفائدة الأشخاص المكفوفين أو معاقي البصر أو ذوى إعاقات أخرى فى قراءة المطبوعات عام 2013 ومن هنا جاءت أهمية تناول موضوع البحث من خلال تمهيد ومبحثين لتحديد نطاق الحماية الدولية للأشخاص ذوي الإعاقة البصرية والمكفوفين في ظل الاتفاقات الدولية الخاصة وحقهم في فرص الاطلاع واستقصاء المعلومات  وأثر ذلك على حماية حقوق الملكية الفكرية  . The international protection of human rights represents the mirror that reflects the human conscience to establish world peace through the achievement of freedom, justice and equality among all human beings, so it was imperative for the international community to create activities and procedures that ensure full respect for the exercise of these rights by international bodies that are responsible for monitoring this to ward off injustice and tyranny. There is no doubt that visual disability is one of the disabilities of a special nature and the most dangerous for the person in practicing his life normally, as it deprives him of the formation of a mental image of all things in the surrounding environment, which is the most important elements of education and communication and because of the great trouble to investigate ideas and collect information to express the will and self, which requires the achievement of special care for this type of disability that ensures the protection of its owners from external influences that prevent them from exercising their rights in a way Complete and natural through the use of All available means, especially the increasing development of ICT. Thus, it was necessary for the international community to consider the development of controls and procedures that ensure the protection of the rights of persons with visual disabilities and the blind internationally, so the Marrakesh Treaty to facilitate easy access to published works for the benefit of persons who are blind, visually impaired or otherwise disabled in reading publications in 2013 Hence the importance of addressing the subject of research through a preamble and two sections to determine the scope of international protection for persons with visual disabilities and the blind in light of special international agreements and their right to access and information investigation and its impact on the protection of intellectual property rights.
