نتناول في هذه الورقة البحثية بإيجاز ماهية مصطلح الأشخاص ذوي الإعاقة، وماهية مصطلح العدالة المناخية؛ لوضع حدود للدراسة من حيث المفاهيم والتعريفات. كما تناولنا تأثير التغيرات المناخية على الأشخاص ذوي الإعاقة، والإجراءات المناخية الواجبة اتخاذها لحماية الأشخاص ذوي الإعاقة، وأفضل التطبيقات الدولية في هذا المجال. كما استعرضنا التكريس الدولي والدستوري لحق الأشخاص ذوي الإعاقة في الحماية في حالات الخطر والطوارئ الإنسانية والحق في المشاركة في القضايا البيئية؛ من أجل إلقاء الضوء على السند القانوني الدولي والوطني لحقوق الأشخاص ذوي الإعاقة في مجال العدالة المناخية. واستعرضنا مدي استجابة القوانين والإستراتيجيات البيئية المصرية لقضايا الأشخاص ذوي الإعاقة؛ من أجل تحديد نقاط القوة والضعف في النظام القانوني المصري فيما يخص حماية الأشخاص ذوي الإعاقة في إطار العدالة المناخية. وخلصنا في هذا البحث إلى عدد من التوصيات التي تهدف إلى نتائج وتوصيات محددة يمكن إعمالها في هذا الشأن حتى لا يترك الأمر لاجتهادات شخصية من قبل القائمين على إدارة الأزمة أو الكارثة دون تخطيط مسبق يراعي احتياجات الفئات الأولي بالرعاية. In this paper, we briefly address what the term persons with disabilities are, and what the term climate justice is, to set limits for the study in terms of concepts and definitions. We also addressed the impact of climate change on persons with disabilities, climate measures to be taken to protect persons with disabilities, and the best international applications in this field. We also reviewed the international and constitutional enshrinement of the right of persons with disabilities to protection in situations of danger and humanitarian emergencies and the right to participate in environmental issues, in order to shed light on the international and national legal basis for the rights of persons with disabilities in the field of climate justice. We reviewed the extent to which Egyptian environmental laws and strategies respond to the issues of persons with disabilities in order to identify the strengths and weaknesses of the Egyptian legal system in terms of protecting persons with disabilities within the framework of climate justice.   In this research, we concluded a number of recommendations aimed at specific results and recommendations that can be implemented in this regard so as not to leave the matter to personal jurisprudence by those in charge of managing the crisis or disaster without prior planning that takes into account the needs of the most vulnerable groups.
