اعتنى الإسلام بالإنسان عموماً وبذوي الهمم خاصة وسارت على ذلك الأنظمة والقوانين المعاصرة ومن ذلك ما سار عليه النظام السعودي. الذي كان من الأنظمة السابقة في العناية بحقوق الإنسان، وخاصة ذوي الهمم، حيث سعت المملكة إلى استصدار عدد من التشريعات الخاصة بهذه الفئة، في محاولة منها لتقديم بعض الامتيازات والتسهيلات؛ لتذليل ما يمكن تذليله من الصعوبات التي تواجههم، سيما في ضوء رؤية ٢٠٣٠م، تلك الرؤية الحافلة ببرامج وأهداف كبيرة، والتي وفرت لذوي الهمم نصيبهم البارز في كل مناحي الحياة الاجتماعية، والتعليمية، والصحية، ومجال العمل، والسياسة، وقد بدأت المملكة في تنفيذ هذه الخطط والبرامج لتوفير حياة كريمة لذوي الهمم. ويأتي البحث حول الحماية القانونية المقررة لحقوق ذوي الهمم في ضوء أنظمة المملكة العربية السعودية، وأحكامها القضائية، مقارنة بالقوانين المصرية، مع الرجوع إلى المواثيق والإعلانات الدولية، الصادرة بشأن حقوق هذه الفئة.
