تهدف الدراسة إلى تحليل دور المواطنة المجتمعية كمتغير وسيط فى العلاقة بين الرأى العام وصنع السياسات العامة فى مصر.
      أعتمدت الدراسة على المنهج الوصفى التحليلى ومنهج دراسة الحالة ، واجريت الدراسة على عينة عمدية قوامها (230) مفردة من المتابعين للصفحة الرسمية للمركزالمصري للفكر والدراسات الاستراتيجية.
      تم تحليل البيانات بواسطة البرامج الاحصائية SPSS ،  AMOSومن أهم النتائج التى توصلت إليها الدراسة: وجود علاقة ذا دلالة إحصائية بين أبعاد الرأى العام (اليات تكوين الرأى العام، مدى اهتمام الحكومة باستطلاعات الرأى العام، بحوث استطلاعات الرأى العام)، وصنع السياسات العامة فى مصر من خلال المواطنة المجتمعية كمتغير وسيط.
      وبناء على الدراسة الميدانية تم التوصل إلى مجموعة من التوصيات تمثل أهمها فى تنمية وعى المواطنين حول أهمية مشاركتهم السياسية عبر وسائل الإعلام المختلفة المقروءة والمسموعة وكذا من خلال إقامة الندوات الثقافية مما يسهم فى تصحيح بعض الموروثات الثقافية لديهم بأن مشاركتهم السياسية فى الانتخابات أو استطلاعات الرأى العام لا فائدة منها، بالإضافة إلى خوفهم المرضى من التعبير عن أرائهم السياسية خشية تعرضهم للإذاء المهنى والاجتماعى
      The study aims to analyze the role of community citizenship as a mediating variable in the relationship between public opinion and public policy making in Egypt.
       The study relied on the analytical descriptive approach and the case study approach, and the study was conducted on an intentional sample of (230) individuals who followed the official page of the Egyptian Center for Thought and Strategic Studies.
      The data were analyzed by the statistical programs SPSS and AMOS. Among the most important findings of the study: the existence of a statistically significant relationship between the dimensions of public opinion (mechanisms for forming public opinion, the extent of government interest in public opinion polls, public opinion poll research), and public policy making in Egypt. Through community citizenship as a mediating variable.
      Based on the field study, a set of recommendations were reached, the most important of which is the development of citizens' awareness of the importance of their political participation through the various print and audio media, as well as through holding cultural seminars, which contributes to correcting some of their cultural legacies that their political participation in elections or public opinion polls is not Benefit from it, in addition to patients' fear of expressing their political opinions for fear of professional and social abuse.
