تُعد البرنامج من الوسائل المهمة في تحقيق أهداف خدمة الجماعة وترجمتها في ضوء القيم والأهداف العليا للمجتمع وأهداف المؤسسة واحتياجات الأعضاء، كما يعد أيضاً وسيلة مهمة من وسائل تدريب جماعات الأطفال بلا مأوى على مواجهة المواقف التي تحتاج إلى اتخاذ قرارات حاسمة حيث ينمى فيهم أسلوب التفكير الجماعي، كما يستخدم البرنامج كأداة لتقويم أداء الأطفال بلا مأوى وضبط السلوك الفردي والجماعي، والأخصائي الاجتماعي الذي يعمل مع أطفال بلا مأوى هو الشخص الذي يسمح لهم بالتعبير عن طاقاتهم الكامنة وقدراتهم التي يتمتعون بها، وقد يخرج هذا التعبير بصورة حادة وهنا على الأخصائي الاجتماعي التقبل والتوجيه وفقاً لما يقتضيه موقف العمل مع جماعات أطفال الشوارع.
