Abstract

This paper examines the effectiveness of international political cooperation in addressing cybersecurity threats, focusing on the NotPetya ransomware attack and the SolarWinds hack. It aims to understand how public policies and regulations can facilitate or hinder international collaboration in this area. It analyzes the evolution of international norms and institutions governing cybersecurity, the challenges and opportunities for cooperation, changes in public administration practices, and implications for future international relations. It uses a comparative analysis of the two attacks and applies political discourse analysis and a functional approach to examine the impact of public security policies on international cooperation.

The key findings highlight the importance of effective public cybersecurity policies in facilitating international cooperation. Aligned policies and regulations can foster trust, information sharing, and coordinated responses to cyber threats. However, challenges such as varying national interests, technical complexities, and economic impacts can hinder cooperation. The paper concludes that strengthened international cooperation is essential for addressing the global nature of cybersecurity threats and developing a sustainable framework for global cybersecurity governance.
