Abstract

This research addresses the issue of improving the quality of urban life as one of the effective strategies that can contribute to protecting heritage areas from neglect and reviving their vital role in urban development. The study begins with the premise that the unique characteristics of heritage areas, along with the pressures they face due to their complex relationships with other urban, economic, social, and political factors related to the city, make it imperative for concerned authorities to work on enhancing the quality of urban life in these areas. This can be achieved through the adoption of a set of specialized policies distinct from those applied in other urban zones. Improving the quality of life in these heritage areas will, in turn, sustain the preservation of their distinctive elements, protect them from future deterioration, and contribute to their revitalization and urban significance. To develop a matrix of indicators that define these policies, the research first discusses the concepts and dimensions associated with quality of life as defined by relevant institutions, as well as previous studies that have explored this topic. These concepts are then applied to heritage areas while considering the preservation principles outlined in international charters. A comparative analysis of several distinguished global experiences in this regard is also conducted, with the aim of producing a targeted matrix of indicators, The analysis was based on a model of quality-of-life indicators in heritage areas derived through a study of global classifications and literature reviews. This matrix can subsequently be used to assess the efficiency and comprehensiveness of plans and policies for dealing with heritage areas in the future.
