تتناول هذه الدراسة موضوع "الذكاء الاصطناعي" من خلال الخطة التي تهدف إلى تقديم تصور شامل حول مفاهيمه وأنواعه وتطبيقاته وآثاره، بالإضافة إلى المسؤوليات المرتبطة بتقنيات الذكاء الاصطناعي على الصعيدين الدولي والإقليمي، ويستعرض البحث أهمية الذكاء الاصطناعي في العصر الحديث وتأثيراته المتزايدة على مختلف جوانب الحياة، مع الإشارة إلى نموه السريع في السنوات الأخيرة. حيث تناولت الدراسة مفهوم الذكاء الاصطناعي وتعريفه وبيان نشأته وتطوره عبر الزمن وأنواعه، كما وضحت التطبيقات العملية للذكاء الاصطناعي على المستوى الداخلي والدولي خاصة في حالات السلم والحرب، وأخيراً ركزت الدراسة على الجوانب القانونية والأخلاقية المرتبطة باستخدام تقنيات الذكاء الاصطناعي، حيث وضحت تعريف المسؤولية الدولية والإقليمية وموقف المنظمات الدولية والإقليمية والدول العربية تجاه هذه التقنيات ودورهم في إرساء الأطر القانونية والسياسية الرقابية، وحوكمة الذكاء الاصطناعي دولياً وداخلياً. كما اختتمت الدراسة بتلخيص أهم النتائج التي تم التوصل إليها، مع تقديم توصيات تهدف إلى تعزيز الاستخدام المسؤول للذكاء الاصطناعي، وتنظيم التطبيقات بما يتماشى مع الأخلاقيات والقوانين الدولية، إذ يعد  تعزيز الفهم المشترك بين الدول والمنظمات مؤشراً أساسياً على نجاح التكنولوجيا في خدمة الإنسانية.   Abstract: This study addresses the topic of "artificial intelligence" through the research plan, which aims to provide a comprehensive understanding of its concepts, types, applications, and impacts, in addition to the responsibilities associated with artificial intelligence technologies at both the international and regional levels. The research highlights the significance of artificial intelligence in the modern era and its increasing influence on various aspects of life, noting its rapid growth in recent years. The study dealt with the concept of artificial intelligence, its definition, its origins and development over time, and its types. It also explained the practical applications of artificial intelligence at the domestic and international levels, especially in times of peace and war. Finally, the study focused on the legal and ethical aspects related to the use of artificial intelligence technologies, as it explained the definition of international and regional responsibility and the positions of international and regional organizations and arab countries toward these technologies and their role in establishing legal frameworks and regulatory policies and the governance of artificial intelligence internationally and domestically. The study concludes by summarizing the key findings that have been reached, along with recommendations aimed at promoting the responsible use of artificial intelligence and regulating applications in accordance with international ethics and laws, where it is considered mutual understanding among countries and organizations is considered a fundamental indicator of the success of technology in serving humanity.
