The phenomenon of informal housing or informal urbanization has become a global phenomenon, as the United Nations estimates the total number of inhabitants of informal areas in the world at the present time at about one and a half billion people, and the number is expected to double by 2030. This phenomenon is caused by the rapid urbanization or the inability of governments - especially in developing countries - to keep up with the need for housing in urban areas "rapid urbanization", the expansion of urbanization, and the inability to provide basic facilities for residents such as clean water and sanitation and building structurally safe buildings, and providing housing units with appropriate areas may represent a challenge that reaches the point of danger to (Informal areas) for the number of their occupants due to the steady increase in the number of residents, and informal areas on the social, economic and urban levels, but at the same time they may carry opportunities that are equivalent to the challenges at the same levels. The research discusses how to develop state intervention methods to reduce the negative effects of informal housing, not through the so-called policy of eliminating informal housing, but by investing in the opportunities arising from the phenomenon in determining the optimal intervention method in each of them instead of the policy of demolition and replacement, which costs the national economy a lot, while reviewing the building legislation for those areas to subject them to the minimum level of commitment to their own building legislation and requirements. The research studied the Ezbet El-Hagana area as one of the areas that includes all types of informal housing, identifying the challenges and opportunities, and then determining the appropriate intervention methods for each case.     أصبحت ظاهرة السكن العشوائي أو التحضر العشوائى ظاهرة عالمية ، حيث تقدر الأمم المتحدة إجمالى أعداد سكان المناطق العشوائية
بالعالم في الوقت الراهن بنحو مليار ونصف المليار نسمة ، والعدد مرشح لأن يكون الضعف بحلول عام 2030 ، وهي ظاهرة سببها سرعة التحضر أو مع عدم قدرة الحكومات - بالذات بالدول النامية -علي ملاحقة الإحتياج إلي السكن بالأماكن الحضرية "rapid urbanization" تضخم التحضر، وعدم القدرة علي توفير المرافق الأساسية للسكان مثل المياه النظيفة والصرف الصحي وبناء مباني آمنه إنشائيا ، وتوفيروحدات سكنيه بمساحات مناسبه قد تمثل تحديا يصل إلي درجة الخطورة على ( Informal areas) لعدد شاغليها و ذلك للزيادة المضطردة لأعداد السكان ،والمناطق العشوائية المستوي الإجتماعي والإقتصادي والعمراني ، ولكنها في نفس الوقت قد تحمل فرصا تكافئ التحديات علي نفس المستويات. ويناقش البحث كيفية تطوير أساليب تدخل الدولة لتقليل الأثار السلبية للسكن العشوائي لا بما يسمي سياسة القضاء علي العشوائيات لكن بإستثمار الفرص الناشئة عن الظاهرة في تحديد إسلوب التدخل الأمثل بكل منها بدلاً من سياسة الهدم و الإحلال التي تكلف الإقتصاد القومي الكثير، مع إعادة النظر في تشريعات البناء الخاصة بتلك المناطق لإخضاعها للحد الأدنى من الإلتزام بتشريعات وإشتراطات بنائية خاصة بها. وقد قام البحث بدراسة منطقة عزبة الهجانة كواحدة من المناطق التي تضم كل أنواع السكن العشوائي وتحديد التحديات و الفرص و من ثم تحديد أساليب التدخل المناسبة لكل حاله.
