Today the world is witnessing many changes and transformations in various economic, social and political fields. This is thanks to the development in the field of technology and communication that seeks to develop administrative thought in general. Human resources management in particular, and this has led to the emergence of new concepts and ideas, the most important of which is the term management. Talents: The topic of talent management is one of the recent topics in the field of human talent management, as this concept has developed in various other fields of science, such as management, Talent management is also linked to several terms, such as innovation and creativity. These rapid and successive changes in the work environment, increased competition, and the challenges that organizations face, in addition to the rapid change in the needs and desires of customers, have led organizations of all types to seek to possess talented and qualified workers with great skills, abilities, and experience. Considering them as a source of excellence and success. This has led to an increase in organizations' interest in what is called talent management in an effort to attract the best talents available in the work environment, train and develop them continuously, manage their performance, and develop many mechanisms that ensure their stay in the organization for the longest possible period, such as making talent management a separate department not affiliated with the human resources department, as there are Difference between human resources management and human talent management. Human resources management contributes to hiring appropriate employees, Either human talent management contributes to the development of employees and their talents, in addition to the necessity of involving these talents in setting the strategic plan and goals of the institutions because of their important role in achieving outstanding organizational performance and facing fierce competition.
