الحمد لله وحده، والصلاة والسلام على من لا نبي بعده، أما بعد: فإن للوقف في الشريعة الإسلامية أهمية كبرى، بل إنه يعد أحد أهم الأنظمة التي تحقق التكافل الاجتماعي في الشريعة الإسلامية، فللوقف دور رائد في سد حاجة الكثير من المحتاجين وغير القادرين، وإن من بين أنواع الوقف ما يعرف بــ "الوقف على مؤسسات الرعاية الصِّحِّيَّة" وهذا النوع من الوقف له أهمية كبيرة جدًا خاصة في الوقت الحالي الذي أصبحت فيه تكاليف الرِّعاية الصِّحِّيَّة عالية جدًا، وهذه الأوقاف التي تم تحبيسها على مؤسسات الرعاية الصِّحِّيَّة بحاجة ماسة إلى العمل على تنميتها واستثمارها كي تظل تؤدي وظيفتها على أتم وجه، وفي هذه الدراسة حاولنا إلقاء الضوء على دور الوقف في تمويل مؤسسات الرعاية الصِّحِّيَّة، وكيفية العمل على تنمية واستثمار أموال الأوقاف الطِّبِّيَّة، وهذا بدوره يحقق مطلبًا هامًا العالم كله يسعى إلى تحقيقه ألا وهو التنمية المستدامة، والتي كان رسولنا الكريم أول من دعى إلى تحقيقها بقوله صلى الله عليه وسلم: «إِنْ قَامَتِ السَّاعَةُ وَفِي يَدِ أَحَدِكُمْ فَسِيلَةٌ، فَإِنِ اسْتَطَاعَ أَنْ لَا تَقُومَ حَتَّى يَغْرِسَهَا فَلْيَغْرِسْهَا». Endowments have great importance in Islamic Sharia. Indeed, they form one of the most important systems that achieve social solidarity. Endowments have a pioneering role in meeting the needs of many of the needy and the poor. Among the types of endowment is what is known as “the endowment for health care institutions." This type of endowment is of very great importance, especially at the present time when health care costs have become very high, and these endowments that have been allocated to health care institutions are in dire need of work to develop and invest them in order for them to continue to perform their function to the fullest extent. This study sheds light on the role of the endowment in financing health care institutions, and on how to develop and invest medical endowment funds. This in turn fulfills an important demand, which is sustainable development, for which our Noble Messenger (pbuh) was the first to call. He said, “If the Hour comes while someone has a green shoot in his hand, if he is able to plant it before it comes, then he should do so."
