By the end of the first decade of the 21st century, the phenomenon of randomness increased and infringements exceeded the abilities of supervising governmental authorities to control them. Moreover, there is an adventurous spirit of some citizens to seize country lands by force. So, randomness appeared in new forms and regions particularly under public bridges as manifest in seizing great areas of country properties including:
Construction in areas under bridges.
Seizing the surrounding areas of bridges and roads for building haphazardly on these usurped areas.
Manipulating bridge stairs, pavements, and sidewalks for housing and other unauthorized purposes.
Such phenomena are by probably motivated by some forced reasons and factors chief among which is the infringer's personal behavior which is controlled by his/her cultural and social standards of living. On the face of it, such a phenomenon would seem to be a simple one; however, it fundamentally represents one facet of the city as an underdeveloped place on the account that occupants of these areas live inside and outside them in such a manner that they negatively affect the general tempo of the surrounding architectural design. These are to be considered as unsystematic, unplanned, and casual areas resulting from the illegal seizure of state properties. Despite the full life found in these areas, they still lack in basic utilities and conveniences.
The research has reached the following conclusions and recommendations:
Need for cooperation between government entities (Authority of Roads and Bridges, Ministry of Irrigation and Drainage, Ministry of Local Development and Administration of Industrial Safety) to prevent the spread of this phenomenon.
Early control of infringements.
Preventing citizens from seizing lands and removing any infringements in order to preserve the interest of the state.
Making the best use of the vacant spaces below bridges by turning them into park lots, children's entertainment areas, weekly markets, and public gardens.
