Many urban areas carry values ​​that vary between heritage and modernity. Those values ​​that are affected by many factors and variables affect many vital activities in these areas to leave these areas with distinctive features in terms of history, character or identity.  These values ​​referred to be themselves are one of the causes of change and ramifications that affects urbanization in general, and heritage and archaeological urbanism in particular. The present research is concerned with shedding light on what these areas have come to in an attempt to link them to the ideas, principles and elements of place-making through a comprehensive perspective between achieving the principles of renewal, preservation and environmental sustainability, and the resulting indicators and dimensions that make it a community place) Which strengthens the relationship between the users of the arena and the nature of activities within it). The study is carries out through a case study of the project of developing the Palace of Government in Riyadh in the Kingdom of Saudi Arabia as a part of the development and replacement operations that take place to develop the historic city of Riyadh, , The research relies on the descriptive analytical approach and the inductive approach to determine the role of indicators and dimensions of the place industry in urban development and conservation processes, as the study considered that these indicators and dimensions are a basic criterion in judging the success of development operations in those areas.
